Can I install a device in a commercial installation that receives Pandora music? (i.e. the Samsung 1600 Blu Ray player or something similar)

NO.  Pandora is for personal use only.  There will be licensing issues with anything you put in a commercial facility.

Free for personal use and they offer a very reasonable commercial setup.

Pandora also limits listening to 40 hours a month, so beyond the commercial use issues, the customer will simply run out of listening time after a week or less.
